An earlier suggestion/s (not sure how many) that the leader can give these abilitys to selected members solves this problem.

Matthew, for you and anyone else having this problem, I would recommend looking at the Fake Members of Clan thread. As it says in there, all the popular clans have this problem. If you want some suggestions on what EoD has done, please feel free to PM me.
