Weapon packs are, indeed, paying to win.
I don't pay to play. I wouldn't be able to do it even if I wanted to; no credit card. But I did get one pack from the free credit giveaways. And the damage output is considerably higher.

Weapon packs already introduce a very unfair (and quite heavy) imbalance in favour of paying players; fortunately, paying players usually keep to their own games and therefore the effect isn't too noticeable.
There's no good reason whatsoever to further increase this imbalance.

The only way I see this working is if they didn't get any special effects as far as damaging opponents goes, but if they had special effects like modifiers or something grim cat made a loooong time ago.
