This is one of those suggestions that looks nice on paper but awful in practice.

The reason is that there's no reliable way of blocking this. You can use the malware you mentioned (yes, programs that sniff around your process list and kill a process according to what you have open are essentially malware), but they cannot be carried via Flash; not to mention the obvious implications of embedding malware into the game.

However, this would stop many legitimate users (because people have lots of reasons to open many browsers), but not people who want to cheat the system — it's trivially easy to set up virtual machines, and there's absolutely nothing you can do about those, because they run sandboxed in their own environments.

Blocking IPs has a worse result: you prevent legitimate users from ever playing the game at all (people share IPs for a plethora of reasons), but you still cannot stop cheaters, since proxies and VPNs exist.

The bottom line is, there's nothing that can be done about this from the game's side. It's just something that every game has to deal with.
